I can also highly recommend Roger's Tea Rooms, they are really friendly there and there are lots to play with.

One thing to watch out for is that they are not open every day of the week (not sure which ones, but definitely open on Friday!) and it is very popular!

High chairs are available and I think there is a changing mat provided in the toilet, but can't rightly remember.

On the quay at Exeter, we visited this on our recent holiday to Devon. A very friendly place where you're made to feel like one of the family. Fantastic cream teas and cakes as well as home cooked food. Lots of toys for the children and entertainment provided by the proprieter.
